Biography Mr. Gaines, a career Department of State diplomat, joined the Office of Science and Technology Policy (OSTP) in the Executive Office of the President in 2002. His responsibilities include managing OSTP's extensive international contacts and coordination of international science and technology cooperation carried out by numerous U.S. Government agencies, such as the Department of Energy, NASA, the National Institutes of Health and the National Science Foundation. Prior to his assignment to OSTP, he was Director for Science and Technology Cooperation at the Department of State. In this capacity, he negotiated cooperative agreements in Science and Technology with a number of partner countries, and frequently led U.S. delegations to the many overseas conferences and meetings on S&T issues that characterize the global economy. Mr. Gaines joined the Department of State in 1981 and has served in a number of posts abroad, primarily in developing countries of Africa and the Caribbean. His postings have included Trinidad and Tobago, Mali, Cameroon (both Yaounde and Douala), Congo Brazzaville, Nigeria and Haiti. Before joining the Department of State, Mr. Gaines taught theoretical linguistics at the university level, having completed his doctoral studies at Indiana University. In this capacity he taught for two years as a Fulbright Professor at the University of Chad in Ndjamena, while doing research on local languages. His interest in Africa and African languages was sparked by service as a Peace Corps Volunteer in Cote d'Ivoire 1968-71. His languages are French, German and Bambara, the national language of Mali. Mr. Gaines is married and has two sons. A qualified sailplane pilot, his other interests include tennis and motorcycling. He also plays blues guitar. |
